Just a couple of data points:
It works as you expect with the ImageMagick in Ubuntu 8.10, which is this version:
Version: ImageMagick 6.3.7 06/04/09 Q16 http://www.imagemagick.org
Also this version accessed via wine:
Version: ImageMagick 6.4.8-8 2009-01-22 Q16 OpenMP http://www.imagemagick.org ...

Specify the full geometry when you crop:
$ convert ABCA1.gif -gravity South -crop 1000x60+0+0 +repage a.gif

I've observed the same behavior (6.3.7 02/19/08 Q16 on Ubuntu), but wasn't sure if it was me or a bug. For what it's worth, I came up with the following relation: the DPI to specify on the command line is
